(a) The Village Manager shall take action on an application within sixty (60) days.
(b) The Village Manager shall approve an application which is complete and which appears to be in compliance with Village ordinances, rules and regulations.
(c) The Village Manager shall have the discretion to propose a reasonable alternate location for a proposed installation within the right of way, subject to any provisions of State law.
(d) In considering any application, the Village Manager shall in all respects act in compliance with State law, where applicable.
(e) If the Village Manager determines to deny, revoke, or suspend a permit, he shall do so in writing, and will include a statement of substantial, competent evidence for his action.
