(a) Council does hereby establish, authorize, and direct the creation of a Railroad Quiet Zone within the Village, in accordance with specifications on file with the Village Manager.
(b) The Mayor and Village Manager be, and hereby they are, authorized and directed to cause a Notice of Intent to be issued in accordance with federal and state laws to the Federal Rail Administration, the Ohio Department of Transportation, the Public Utilities Commission, and CSX, requesting formal comments to the proposed Quiet Zone, to enable the Village to thereafter proceed with cost estimates and implementation plans therefor.
