931.01 ASSESSMENT OF CHARGES
   (a)   There is hereby established as "Charges for Services in the General Fund" ("GSGF") an annual administrative charge based upon a percentage of the gross revenues collected by the Village's municipal electric, water, sanitary sewer, storm sewer, and garbage collection departments/operations/ services, which charges are determined by the Council to be a fair allocation of the costs to the Village of providing legislative, legal, general administrative, and public safety services to each of said departments. These charges shall be made against the Water Fund, the Sewer Fund, the Electric Fund, the Garbage Fund, and the Storm Sewer Capital Fund and shall be credited to the General Fund.
   (b)   The Base Standard Rate for the GSGF shall be 5.50% of gross revenues, subject to modification as otherwise set forth in this Chapter. If, for any period, the base rate has not otherwise been revised as set forth in this Chapter, the rate shall default to the Base Standard Rate.
