(A) There is hereby created a Planning and Zoning Commission consisting of five members and all shall be residents of the Village. The membership shall consist of one representative from Council to serve to the completion of his/her Council term; the Mayor, and three citizens appointed by the Mayor and confirmed by a majority vote of Council to serve four- year terms of office; provided, however, that those serving on the Village Planning Commission upon the effective date of this Charter shall remain and continue in office serving as members of the Planning and Zoning Commission until the end of their current terms, whereupon, successor appointments shall be made in the manner specified in this Section.
(B) The Commission shall elect a chairperson from its membership. A secretary shall be elected or appointed who need not be a member of the Commission.
(C) Three members shall constitute a quorum at all meetings. A concurring vote of three members shall be necessary to effect an order, take action, make decisions, or act on any authorization.
(D) Any matter submitted to the Planning and Zoning Commission shall be considered by the Commission at a public meeting, of which notice shall be given in the manner prescribed by ordinance of Council. Thereafter, it shall be acted upon by the Commission within sixty (60) days from the date of the regular Commission meeting at which the matter was received, unless a longer time is allowed by Council.
(E) The powers, duties and functions of the Planning and Zoning Commission shall be provided as by this Charter, by ordinance of Council and by the laws of the State of Ohio, including but not limited to Chapters 711 and 713 of the Ohio Revised Code..
