2.05 Clerk of Council
Effective from and after April 1, 2012, the Council may appoint, by a majority vote of its current members, a person to serve as the Clerk of Council. The Clerk of Council shall serve at the pleasure of the Council and may be removed without cause by a majority vote of the current members of Council. The Clerk of Council may hold another office or position of employment in the Village. The Clerk of Council shall have those powers, duties and functions as are provided in this Charter, by the Rules of Council or by ordinance or resolution. Included in the duties of the Clerk of Council shall be the maintenance of a record of proceedings of the Council and its committees and a record of all ordinances and resolutions adopted by the Council; these and all records of the Municipality shall, at a minimum, be made available to the public in accordance with the requirements and limitations under State and Federal law; and, in addition and to the extent permitted by funding made available by Council, the Clerk shall make available to the public by electronic means either the minutes of the Council and its committees or actual recordings of their proceedings. The Clerk of Council shall give notice of regular and special meetings of the Council to its members and to the public as may be provided by this Charter, the Rules of Council or by ordinance or resolution. The Clerk of Council shall be subject to the control of the President of the Council. The Council, by ordinance or resolution, may require the Clerk of Council to serve as the secretary of one or more boards and commissions provided for under this Charter.
The Council may also elect to appoint one or more Assistant Clerks of Council who shall serve at the pleasure of the Council and may be removed without cause by a majority vote of the current members of Council. (Amended 11-18-16)
