(a) No sign, except those specifically exempted by this Zoning Ordinance, shall be erected without a permit issued by the Responsible Authority, application for which shall be accompanied by such scale drawings, photographs and other information as the Responsible Authority may require. All signs shall display a tag supplied by the Responsible Authority as evidence of the permit.
(b) Fees for sign permits shall be as fixed by Council.
(c) Non-conforming signs shall be removed by their owner within ten (10) days of the period set forth, or the Responsible Authority shall cause their normal removal at the expense of the owner.
(d) Appeals may be made to the Zoning Board of Appeals by the same rights, responsible authority, and procedures governing the zoning appeals. Appeals shall be reviewed by the Responsible Authority who shall advise the Board of the findings.
