(a) Other than signs which have been designated by Council, the Village Manager, or the Chief of Police in connection with a Village function/use, no signs, temporary or otherwise, shall be placed upon public property, including within sidewalks or other public right-of-way.
(b) With the approval of the Village Manager, temporary signs may be installed on public grounds if the same are to announce one or more activities to be lawfully conducted on public grounds or buildings at, or immediately adjacent to, the location of the sign.
(c) Temporary signs may be placed within the boundaries of a sidewalk or right-of-way by a person acting in lawful compliance with the requirements of the Village sidewalk café ordinance.
(d) Signs placed on public property in violation of this chapter shall be subject to confiscation by the Village Zoning Inspector.
(E) Notwithstanding the foregoing, private signs placed within the public right-of-way prior to February 3, 2014 may remain in place (unless deemed a safety hazard by the Village Manager) but shall not be replaced.
