1182.04 COMPOSITION AND ORGANIZATION OF THE DESIGN REVIEW BOARD.
   (a)   The Design Review Board shall be composed of five (5) members, all residents of the Village, appointed by the Mayor with the consent of Village Council. At least two (2) of the members shall be persons owning property in the Design Review District or having a leasehold on such property lasting at least one year from the time of their appointment. Three (3) members shall constitute a quorum. A majority vote of the entire Board (3) shall be necessary to pass any motion, unless one or more members of the Board are required to abstain from voting, in which case a majority of the remaining voting members shall suffice.
   (b)   The Board shall meet at least once during each January and at the call of the Chairman as needed. Meetings shall be open to the public. The Secretary of the Board shall keep minutes of the Proceedings of the Board; and they shall be certified as correct and filed with the Clerk of Council's office as public records.

   (c)   Members' terms shall be for five (5) years with one term expiring each year. Initial appointments shall be for terms of one, two, three, four, and five years, with subsequent appointments for five years. The chairman shall be appointed annually by the Mayor from among the five Board members. No member of the Board shall participate in the review of any application if such member has any direct financial interest or is a tenant in the property under discussion. (Ord. 2008-58.
