(a) A Design Review Board is hereby established which shall have the authority to issue Design Approval Certificates to those persons who have made application to carry on activities in the Design Review District for which Design Approval Certificates are required.
(b) Whenever an application is submitted to the Building Inspector or Zoning Inspector for any permit relative to any new construction, reconstruction, remodeling, or deconstruction, which would have an impact on the outside appearance of a structure, said Inspector shall first ascertain whether the premises is located within the Design Review District; and, if it is so located, the Inspector shall designate on any permit which he issues that the same is also subject to obtaining a design approval certificate from the Design Review Board before work on the premises may commence. Any permit issued by the Building Inspector or Zoning Inspector for work that is subject to a design approval certificate shall be deemed contingent upon the issuance of a design approval certificate.
