Notwithstanding any other ordinance or any provision of the Village’s Employee Handbook to the contrary:
(a) Any individual who retires from employment with the Village of Wellington shall, to the extent otherwise permitted by State law, be eligible for appointment to any position within the Village of Wellington along with any other member of the public at large.
(b) An individual who retires from employment with the Village of Wellington shall not, by that fact alone, be entitled to any preference by the appointing authority in consideration of applicants for any position. If an individual applies for appointment to the same position from which he retired, that fact shall not prevent the appointing authority from accepting applications from the public at large; however, the appointing authority may consider that individual’s prior experience in determining the best qualified candidate for a position.
(c) Except to the extent specifically required by State law, an individual who retires from the Village of Wellington and is subsequently hired by the Village shall be considered as a “new hire,” and shall be eligible for pay rates and benefits that would accrue to any other new hire, without consideration for prior years service.
