1347.01 DEFINITION; REPAIR OR DEMOLITION; NOTICE.
   (a)   All buildings in which the following conditions exist shall be deemed dangerous:
      (1)   Those which list, lean or buckle to such an extent that when a plumb line drawn through the center of gravity falls outside the middle third of the base of the structural parts supporting loads.
      (2)   Those which, exclusive of the foundation, show thirty-three percent of damage or deterioration of the supporting members, or fifty percent of damage or deterioration of the nonsupporting enclosing walls or covering.
      (3)   Those which have improperly distributed loads upon the floors or in which the floors are overloaded.
   (b)   All defective or dangerous buildings shall be repaired or put in safe condition at once, or if the deterioration is of a greater percent than given in subparagraph (a)(2) hereof, beyond the possibility of repair, then they shall be entirely removed.
 
   (c)   The owner of any building, staging or other structure, or anything attached to or connected with a building or other structure which is so unsafe as to endanger life, shall immediately upon written notice received from the Building Inspector, cause the same to be made safe and secure or taken down. Where the public safety requires immediate action, the Inspector may enter upon the premises with such assistants as may be necessary and cause the structure to be secured or taken down without delay and passersby to be protected at the expense of such owner.
