No person shall move or cause to be moved any building through any street without the written permission of the Building Inspector, and no person moving any building shall permit the same to stand on any street, lane, alley or public ground, for a longer period than three days, and in no case shall it prevent or interfere with the operating of any traffic without special permit from Council covering the same.
