No excavation shall be dug or caused to be dug so as to be of injury to any building adjacent, nor shall any excavation be left as an open pond in which surface or other drainage may collect to the detriment of any adjacent building or property from seepage or overflow; but a temporary sewer connection shall be made if a sewer is available, to avoid such collections or drainage where for any reason after excavation building operations shall not have been commenced or shall have ceased after commencement. Not more than sixty days shall be allowed to elapse after the excavation has been made before building is commenced.
