Any person, firm or corporation who undertakes to perform labor or furnish services as a contractor or builder within the purview of this chapter without first registering with the Director of Finance with proper bond on file and fee paid as herein provided shall be guilty of a minor misdemeanor. Each day the violation continues shall be determined to be a separate offense.
