Signs and outdoor advertising structures except as specifically permitted within this chapter shall be set back from the established right-of-way line of any street or highway at least as far as the required front yard depth for a principal use in such district except for the following modifications:
(a) For every square foot by which such sign or outdoor advertising structure exceeds fifty square feet (50 sq. ft.), such setback shall be increased by one-half foot (1/2 ft.) but such setback need not exceed one hundred feet (100 ft.)
(b) In residential districts only, there shall be maintained a minimum setback for all signs at ten feet (10 ft.) from the established right-of-way line of any street or highway.
