Reinforced plastic pipe may be used in place of cast iron pipe for underground water supply lines, provided that prior to any such substitution of materials the specifications and description of the pipe to be used are approved in writing by the Village Manager and no approval shall be granted unless the specifications comply generally with engineering standards accepted by the State.
