925.10 TAMPERING AND OBSTRUCTIONS PROHIBITED.
   (a)   No person except, the Fire Chief, Engineer and members of the Volunteer Fire Department, or the Village Manager or his duly authorized employees, shall open any fire hydrant or remove any caps from the same. In every case where fire hydrants are open for the uses specified above, the valves shall be carefully closed, the drip examined to see that it is in good working order and the caps properly replaced. In case the working of any fire hydrant is defective, the party so closing the same shall forthwith report such defects to the Village Manager.

   (b)   No person shall remove the cover of any public or private stop cock or valve box, or the cover of any street or lawn sprinkler, or place any dirt, stone or other obstructions in such boxes, or commit any act tending to obstruct the use thereof, or shall in any manner deface or injure any hydrant, building, machinery, pipe, apparatus, tools or fixtures of the Utilities Department.

   (c)   No person shall place building or other materials on the streets in such manner as to prevent easy access, at all times, to any fire hydrant or valve box.

   (d)   No person shall open or close any valve, gate or manhole, or shall make any attachment to or take any water from the conduit line from the water works reservoirs to the water works station at Wellington, or open the in-take or place any obstruction in the conduit line, or in any way interfere with, injure, damage or deface the dam-in-take, conduit line or any connection therewith, belonging to the Municipality.
