925.09 REPAIR OF PIPES AND CONNECTIONS; NONLIABILITY OF MUNICIPALITY.
   (a)   Every consumer or owner of premises supplied with service pipes and connections for the use of water, shall keep such service pipes and connections and the apparatus connected therewith, in good repair and protected from injury by freezing. All consumers shall repair all leaks in service pipe, hose or any couplings or connections for use in or on their premises as soon as discovered.

   (b)   It is made a condition precedent to the use of water that no damages or compensation shall be demanded of the Municipality or of the Village Manager by any property owner or his tenant for any injury caused by the breakage or defect of any service pipe or service cock, or by shutting off the water to repair or alter mains or for any other purpose, provided previous notice of such shutting off is given. The top of the curb box shall be kept exposed at least two inches above the ground.
