924.02 RATES FOR SANITARY SEWER SERVICE.
   (a)    Historic Rates. The historic (2017) sanitary sewer rates to be charged to consumers for sanitary sewer service by wellington municipal utilities have previously been established as set forth in the following rate schedule:

   (b)   (1)   The rates set forth in paragraph (a) above shall be and remain in effect during 2017.
      (2)   A.   Sanitary sewer service rate increases. Effective from and after the first billing cycle in February, 2018, the service charge for sanitary sewer service shall be the historic rates set forth in paragraph (a), all of which shall be increased by 10.00% (which resulting charges shall become the "current rate charges"). the manager and finance director are authorized to perform such calculations, create such documents, and do such other actions as may be necessary to implement an increase of 10.00% in the historic sanitary sewer rates being charged.
         B.   Effective from and after the first billing cycle in January, 2019, the service charge for sanitary sewer service shall be the amended historic rates set forth in paragraph (a), all of which shall be increased by an additional 7.50% -- for a total of 17.5% above the original historic rates (which resulting charges shall become the "current rate charges"). the manager and finance director are authorized to perform such calculations, create such documents, and do such other actions as may be necessary to implement an increase of 7.50% in the amended historic sanitary sewer rates being charged.
      (3)   Revised Rates. The "current rates" as most recently established under paragraph (b)(2)B., above, are further revised as follows:
         A.   Effective from and after the first billing cycle in January, 2022, the service charge for sanitary sewer service shall be the "current rates" as most recently revised by paragraph (b)(2)B., above, all of which shall be increased by 5.00% (which resulting charges shall become the "2022 revised rates"). The Manager and Finance Director are authorized to perform such calculations, create such documents, and do such other actions as may necessary to implement an increase of 5.00% above the current rates as most recently revised in 2019.
         B.   Effective from and after the first billing cycle in January, 2023, the service charge for sanitary sewer shall be the "2022 revised rates" as calculated under paragraph (b)(3)A., above, all of which shall be increased by 5.00% (which resulting charges shall become the "2023 revised rates"). The Manager and Finance Director are authorized to perform such calculations, create such documents, and do such other actions as may necessary to implement an increase of 5.00% above the 2022 revised rates.
         C.   Effective from and after the first billing cycle in January, 2024, the service charge for sanitary sewer service shall be the "2023 revised rates" as calculated under paragraph (b)(3)B., above, all of which shall be increased by 5.00% (which resulting charges shall become the "2024 revised rates"). The Manager and Finance Director are authorized to perform such calculations, create such documents, and do such other actions as may necessary to implement an increase of 5.00% above the 2023 revised rates.
   (c)   In addition to the charge for sanitary sewer service set forth in paragraphs (a) and (b), a "readiness to serve charge" shall be established and charged per month based on customer meter size, for all sanitary sewer customers, beginning with the first billing cycle in February, 2018; the schedule of these charges shall be as follows:

   (d)   The Village Manager shall conduct an annual rate review on or about October 15th of each year to ensure positive net operating margin and adequate fund balance reserve for the sewer enterprise fund.
   
   (e)   Sewer Charge Credit for Verifiable Water Breaks. The Village Manager at his discretion may provide a monthly credit on sanitary sewer service charges for documented loss of water through a fault in water service at a point or points beyond the metering and for which it can be demonstrated that the loss of water could not reasonably be expected to reach the sanitary sewer. A credit for loss of water shall be considered provided the customer:
      (1)   Reports the leak to the utility billing office;
      (2)   Provides proof of water leak to satisfaction of the Manager; and
      (3)   Repairs the cause of water loss as soon as feasible.
   If approved by the Village Manager, a sewer charge credit for loss of water will be set by adjusting the volume for the monthly sewer service charges to the monthly average of water consumption over the twelve (12) months immediately preceding the leak.
