Any person who is found to have violated an order of the Village hearing authority or who willfully or negligently failed to comply with any provisions of this chapter, and the orders, rules and regulations issued hereunder, shall be fined not less than fifty dollars ($50.00) nor more than two hundred dollars ($200.00) for each offense, but in no case shall the costs be less than those costs incurred by the Village for reasonable damages or special expenses including equipment rental, chemicals, labor, etc., necessary for the proper operation and maintenance of all wastewater facilities. Each day on which a violation shall occur or continue shall be deemed a separate and distinct offense. In addition to the penalties provided herein, the Village may recover reasonable attorney's fees, court costs, court reporters' fees and any other expenses of litigation by appropriate suit at law against the person found to have violated this chapter or the orders, rules and regulations issued hereunder.
