(a) The Utilities Director shall make and enforce rules and regulations subject to approval of the Village Manager, establishing the types and characteristics of sanitary sewage systems and the types and characteristics of sanitary sewage and industrial wastes admissible to the Village sewerage system only after pretreatment. Such rules and regulations shall be subject to appeal to the Village Administrator which shall appoint three reputable and qualified persons to investigate the appeal and agree to affirm or reject the ruling of the Utilities Director.
(b) The Utilities Director and other duly authorized employees of the Village bearing proper credentials and identification shall be permitted to enter upon all properties for the purposes of inspection, observation, measurement, sampling, and testing, in accordance with the provisions of this chapter.
(c) All rules and regulations shall meet or exceed the guidelines as established by the Ohio Revised Code.
