The Village Manager is hereby authorized and directed to manage and control the sewerage system and sewage treatment works in a safe, economical and efficient manner.
The Board is further authorized and directed to make such bylaws and regulations as it may deem necessary for the safe, economical and efficient management and protection of the sewerage system and sewage treatment works and for the construction and use of house sewers and connections to the sewerage system. Such bylaws and regulations shall have the same force and effect as ordinances when not repugnant thereto, nor to the Constitution or laws of the State.
