No person shall erect, install, insert, attach, build, create or otherwise use any alarm system which by electronic, electric, radio, automatic or mechanical means on the occurrence of a given event, circumstance or condition transmits a signal or voice communication for reception by either the Municipality of Wellington Police Department or the Community Fire District on their established telephone lines or radio frequencies.
