Any person who has been denied a license or certificate of registration pursuant to the requirements of this chapter may appeal by submitting a written notice of appeal to the Village Clerk of Council within five days after issuance of the denial; in such case, the Council may approve, disapprove, or modify the Chief of Police’s decision and shall take action with respect to the appeal within thirty days after filing of the notice with the Clerk of Council; thereafter, the applicant may appeal according to state law.
