(a) No person shall suffer, permit or allow to exist within the Village any act, thing or condition of a kind which has been or may hereafter be defined by this chapter as a public nuisance.
(b) Whenever a public nuisance exists, the Zoning Inspector or other responsible authority shall cause the owner, tenant or person in charge of the property upon which such public nuisance exists to be served with a notice to abate the public nuisance on or before fifteen days after receipt of such notice. Service of the notice, as described herein, shall consist of mailing the same to the owner, tenant or person in charge of the property by registered or certified mail, return receipt requested, or personal service, or posting the notice in a conspicuous place upon such property for a period of five days.
(c) No person shall fail to comply with any notice as required herein.
(d) Whoever violates this section is guilty of a misdemeanor of the third degree and shall be subject to the penalty provided in Section 501.99.
