Any minor found in violation of this chapter shall be taken to the Police Department and the parent, guardian or person in charge of such minor shall be notified to come to the Police Department and take personal charge of the minor. The minor shall be released only to such parent, guardian or person in charge of him, or to the juvenile authorities.
