(a) Upon recovery of any bicycle or adult tricycle lost, abandoned or stolen, the Police Department shall notify in writing, the registered owner of such bicycle or adult tricycle that it has the item in its possession and that it must be claimed by the registered owner within thirty days from date of the notice.
(b) Should the registered owner of the bicycle or adult tricycle fail to claim the item recovered and in possession of the Police Department within the time stated, the Police Department shall dispose of it by holding a public auction at such time and place determined by the Police Department and for such price obtainable.
