(a) The Police Department shall provide decal tags, together with registration cards, which tags and cards shall have numbers stamped thereon in numerical order beginning with number one and continuing each year thereafter in numerical sequence, or a combination of numerals and letters as designated by the Police Department. Such tags shall be suitable for attachment upon the frame of the bicycles or adult tricycles. It shall be the duty of the Police Department to issue to each owner one tag for each bicycle or adult tricycle, which shall be attached by the Police Department to the frame and to issue a corresponding registration card upon payment of the license fee herein provided. Such tag shall remain attached to the bicycle or adult tricycle for which it was issued during the existence of such license, and for the duration of the ownership of the bicycle or adult tricycle for which it was issued. The Police Department shall also keep a record of such registration card or produce satisfactory proof that he or she has been issued such registration card, upon proper demand of any law enforcement officer.
(b) All license tags and registration cards shall expire upon the sale, trade, dismantling or other disposition of the bicycle or adult tricycle by the owner to whom the license was issued.
(c) The Police Department shall inspect each bicycle or adult tricycle at the time of registration to ensure that it meets the minimum safety standards established by State and local law.
