§ 74.03  COMPLIANCE WITH TRAFFIC REGULATIONS AND SIGNALS.
   Every person operating a bicycle shall observe traffic regulations and traffic-control signals in the same manner as required of motor vehicles and shall have the bicycle under complete control before entering any arterial highway within the town.
