7-3-13: CLASSIFYING USERS; RATE SCHEDULE:
   A.   The city shall place each classified user into the appropriate classification and shall have the authority to change a user's classification as required to maintain an equitable system. The user classification and rate schedule will be adopted by resolution of the city council and may be consistent with the "User Charge Study" prepared by CH2MHILL in 1982. The board of appraisers shall annually review the sewer rate structure and shall recommend to the city council such rates as necessary to generate necessary sewer system revenue.    B.   All such proposals shall be filed with the city clerk. Thereupon, the clerk shall have a concise statement of the proposed rates, published in a daily issue of a newspaper of general circulation in the city setting forth a date and a place for a public hearing before the said board of appraisers upon the same rates, which hearing shall be held not less than ten (10) days after the publication of said notice.
   C.   The board of appraisers shall, upon the date and at the place set forth in the said notice, hold a public hearing and shall have the power to ratify, confirm, modify or approve the said appraisement and assessment. In case of changes made under section 7-3-7 of this chapter, notice shall be given to those property holders affected and shall be by written notice mailed to the said property owners by the city clerk, which mailing shall be at least ten (10) days prior to the said hearing.    D.   After the said hearing upon any fee or charge under this chapter, the board of appraisers shall submit a final schedule of recommended rates and charges, or a recommended change in present rates to the city council. (Ord. 941, 1-14-1985)
