The city hereby declares and ordains that the library donated to the city by Mary H. Weir, and the present library located in the Weirton Community Center, incorporated together, shall be a public library, maintained wholly or in part by the city from funds derived by taxation, contributions, donations, endowments or bequests the services of which shall be free to the public.
