Rule VIII (8) of Appendix C of the rules and regulations of the Fire Civil Service Commission is hereby amended to read as follows:
A. Written Examination. This part shall consist of such number of questions as may be set forth by the Commission, based upon subjects designed to show the familiarity of competitors with the knowledge involved in the class of position to which they seek promotion. The applicant having the highest number of correct answers within the testing group for that rank shall receive one hundred (100) promotion points. All written examinations will be obtained from an approved source and will be graded by said approved source.
B. Experience. For the purposes of this section, experience shall be determined to be the applicant's longevity within the Weirton Fire Department. Credit for seniority shall be given only for actual service whether such service has been continuous or not. Seniority shall be computed as of the date of examination as follows:
For the first full year 1 year
For each full year of completed service thereafter, one additional point.
C. The written examination will be graded on a bell curve system.
After receipt of the results of the written examination from the examination source, the Commission will open the results in the presence of two (2) members of the Weirton Fire Fighters Association, Local #948, who have been designated by the Weirton Fire Fighters Association, Local #948, as observers, if the Weirton Fire Fighters Association, Local #948, desires the presence of observers. The Commission will grade the results by using the bell curve and will then post the results for the entire examination.
D. All applicants for promotion to a position in the Weirton Fire Department who have passed the competitive examination specified above shall before being appointed or promoted, undergo a medical examination which shall be conducted under the supervision of a board composed of two doctors of medicine appointed for such purpose by the appointing officer of the City.
E. Each candidate for fireman must pass the civil service examination with a minimum score of seventy percent (70%).
F. Five (5) additional points shall be added to the score of any active volunteer fireman within the Weirton Division who has taken the civil service examination to be a fireman if that fireman meets the minimum standards for West Virginia Firefighter 1 and has a minimum of one (1) year’s service in the Volunteer Division. To be considered an “active” volunteer fireman, the fireman must have attended at least fifteen percent (15%) of all the call-outs and drills which occurred within the year next previous to the day he or she took the civil service examination.
G. Reserved.
H. A person who is both an honorably discharged member of any of the United States military services and who qualifies for the veterans’ preference and the Purple Heart preference under W.V. Code §6-13-1 and who is in addition an active volunteer fireman within the Weirton Division shall be entitled to the veteran’s preferences and the five (5) point preference mentioned in section F above.
I. Every new fireman hired under the provisions of the rules and regulations of the Fire Department shall complete Emergency Medical Technician training within his or her one (1) year probationary period.
J. Every fireman hired after the active date of the adoption of this rule shall maintain his or her Emergency Medical Technician status while employed with the Department as a condition of employment.
