§ 355.06 REVIEW CRITERIA.
   (A)   The Traffic Commission will conduct an on-site inspection in connection with each application tendered for RDPS consideration. The on-site inspection will review standards set forth below:
      (1)   Applicant must be a resident of the city utilizing the application dwelling location as their primary residence.
      (2)   The request for RDPS must allow for issuance of a space allocation which is contiguous to the property. If space is not contiguous, adjacent property owners must be provided notice in order that their comments regarding issuance may be incorporated into the decision-making process.
      (3)   RDPS should only be issued if off street parking cannot be created. If the applicant has a driveway in front or in rear of the residence where no other impediments exist, the request may be denied. If the applicant has an integral garage attached to the residence, the application may be denied. If the applicant has off street parking available or can create same, the application may be denied. If the situation displays significant obstruction consistent with ADA regulations, then the application may be approved.
   (B)   The Traffic Commission may also take into consideration other issues regarding issuance not listed above. If after review by the Traffic Commission an applicant is to be awarded an RDPS, the Traffic Commission under its normal operating scenario will send the recommendation for enactment of Ordinance establishing the RDPS, consistent with the traffic control map and procedures already established by the Common Council.
