Moneys due to the city shall be paid to the City Financial Director, so far as possible, and any moneys which may be received or collected by another department, commission or officer shall be promptly transmitted to the City Financial Director. All moneys so received, and any other funds of the city, shall be deposited in the Peoples Bank, the Bank of Weirton, the Citizens Bank of Weirton, the First National Bank of Weirton or any other bank which the City Financial Director deems necessary to the credit of the proper fund, in the manner provided by law, and shall be disbursed only upon checks or other written orders signed or countersigned by the City Financial Director or signed by the City Manager and countersigned by one of the City Financial Director’s clerks or the City Clerk.
