(A) In exercising supervision over the various departments of the city, the City Manager shall act through the officers in charge of the particular departments, and such officers shall be directly responsible to the City Manager for the efficient and economical operation of their departments. Such officers shall perform the duties assigned to them by the Charter and this article and such other duties as may be assigned to them by the administrative rules of the City Manager. The City Manager shall have authority to suspend and discipline city employees.
(B) The City Manager may issue administrative rules not inconsistent with law, the Charter or this article, setting forth the general administrative procedures of the city, and such rules shall be binding upon all departments, officials and employees of the city. No person shall fail, neglect or refuse to comply with such rules.
