§ 1705.01 BUILDING PERMITS.
   (A)   No construction, enlargement, alteration, repair, remodeling or moving of any building structure, part of a structure or building or of any equipment, shall be undertaken prior to the issuance of a permit thereof by the Inspections Department. No permit shall be issued until plans and specifications showing the proposed work in necessary detail have been submitted to the Inspections Department and it has been determined from examination of such plans and specifications that they give assurance that the work will conform to the provisions of this building ordinance. If a permit is denied, the applicant may submit revised plans and specifications without payment of additional fee. If, in the course of the work, it is found necessary to make any change from the plans and specifications on which a permit has been issued, amended plans and specifications shall be submitted and a supplementary permit subject to the same conditions applicable to the original application for permit, shall be issued to cover the change, provided, however, that no supplementary building permit as provided herein shall be required if the estimated cost of such construction, enlargement, alteration, repair, remodeling or moving does not exceed $50.
   (B)   Any building permit issued pursuant to division (A) of this section shall be void if work does not commence within 60 days of issuance. In the event that the permit becomes void, it must be reissued and full fees must be paid therefor.
   (C)   In the event that work commences within 60 days of the issuance of a building permit as set forth in division (A) of this section, but the work action ceases entirely for 90 consecutive days, then the permit shall be void. The permit must then be reissued and full fees must be paid therefor.
   (D)   Any building permit issued pursuant to division (A) of this section shall be valid for a period of one year from issuance unless the permit shall specify a different period of time. This division (D) is subject to divisions (B) and (C) of this section.
   (E)   If work on any project which requires a building permit commences prior to the issuance of a building permit, the property owner and contractor will be held jointly and severally liable. Fines shall be a minimum of $50 and shall not exceed $500.
   (F)   All time limits set forth in this section may be extended for good cause, provided that an extension is requested prior to the expiration of the specified time period.
