§ 107.04 USE OF VEHICLES AND EQUIPMENT BEYOND CORPORATE LIMITS.
   (A)   No city-owned motor vehicle or piece of mobile equipment shall be taken more than one mile outside the corporate limits of the city, without permission or order for each particular trip so taken from the head of the department to which such motor vehicle or piece of mobile equipment is assigned, except police cars when in fresh pursuit. When such permission is granted, the procedure hereinafter set out shall be followed.
      (1)   When the motor vehicle or mobile equipment is assigned to the Police Department, a written record shall be made to the desk sergeant showing the time of the departure, the destination and the reason for leaving the city. Upon the return, a report shall immediately be made to such desk sergeant of the time of such return.
      (2)   When the motor vehicle or mobile equipment is assigned to the Fire Department, a written record similar in form to that required for the Police Department shall be made at the office of the Chief of the Fire Department.
      (3)   When the motor vehicle or mobile equipment is assigned to the Street or Garbage Department, a written record similar in form to that required for the Police Department shall be made to the clerk at the City Garage.
      (4)   All other persons duly authorized to leave the corporate limits in city-owned motor vehicles or mobile equipment, who are assigned or work in the City Hall, shall make the report in the manner and in the form required by the Police Department to the clerk at the City Engineer's office, if available, and if not available, the report shall be made to the police desk sergeant, and upon return, the report shall be made at the same place as the report was made when leaving.
   (B)   The written records of the departure from the corporate limits of city-owned motor vehicles and mobile equipment shall be retained in the office of the head of the department to which such motor vehicle or mobile equipment is assigned for at least 60 days from the date of return from such trip. The head of each department shall be responsible for the proper making of such reports.
