When a proceeding is directed to take place or any act to be done on any particular day of the month, if that day falls on Sunday, the next day shall be the one intended, and when any city action is directed by law to commence or continue on the afternoon of a day which falls on Saturday afternoon or Sunday, the following Monday shall be the day intended, except as Council shall hereafter provide. When adjournment is authorized from day to day, an adjournment from Saturday noon to Monday will be legal.
