Any person who violates or fails to comply with any provision of this article shall be subject to a penalty of a fine of not more than $1,000 or imprisonment for a term of not more than 90 days for each violation of this article. In addition to the penalties provided herein, the city may recover reasonable attorneys fees, court costs, court recorders fees and other expenses of litigation by appropriate suit at law against the person(s) found to have violated this article or the orders, rules, regulations and permits issued hereunder.
