All statements shall be rendered quarterly to the party owing same and shall be due as of the date of rendition and shall be payable in cash or its equivalent; and if any statement remains unpaid for 30 days after the date thereof, all water services to the party owing same shall be then disconnected or shut off and shall not be again connected or resumed until the amount shown by the statement and a reconnection charge of $15 are paid in full.
