For the purpose of this code, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
COUNCIL. The legislative authority of the municipality.
COUNTY. Brooke or Hancock County as applicable to the portion of the city located therein.
LAND or LANDS and REAL ESTATE or REAL PROPERTY. Lands, tenements and heredita-ments, and all rights thereto and interests therein except chattel interests.
LAWS OF THE STATE. The Constitution of the State and the Constitution of the United States, and treaties and laws made in pursuance thereof.
MUNICIPALITY or CITY. The City of Weirton, West Virginia.
OFFENSE. Every act or omission for which a fine, forfeiture or punishment is imposed by law.
OWNER. When applied to property, includes any part owner, joint owner or tenant in common of the whole or part of such property.
PERSON or WHOEVER. Corporations, societies, associations and partnerships.
PERSONAL ESTATE. or PERSONAL PROPERTY. Goods, chattels, real and personal, money, credits, investments and the evidences thereof.
PRECEDING, SUCCEEDING or FOLLOWING. Used in reference to any section or sections of an article means next preceding, next succeeding or next following that in which such reference is made.
PREMISES. As applied to property, includes land and buildings.
PROPERTY or ESTATE. Both real and personal estate.
PUBLIC PLACE. Any street, sidewalk, park, cemetery, school yard, body of water or watercourse, public conveyance or any other place for the sale of merchandise, public accommodation or amusement.
REGISTERED MAIL. This term includes certified mail.
STATE. The State of West Virginia or any department, division, commission, board, educational or other institution of the state.
STREET. Alleys, avenues, boulevards, lanes, roads, highways, viaducts and all other public thoroughfares within the municipality.
TENANT or OCCUPANT. As applied to premises, includes any person holding a written or oral lease, or who actually occupies the whole or any part of such premises alone or with others.
WRITTEN or IN WRITING. Any representation of words, letters or figures, whether by printing, engraving, writing or otherwise. But when the signature of any person is required, it must be in his own proper handwriting, or his mark, attested, proved or acknowledged.
