§ 949.01 RESTRICTION OF CONSUMPTION AND USE OF WATER.
   (A)   (1)   Upon Council declaring that an emergency exists within the city and that the health, welfare and security of the residents of the city would be impaired, Council shall, by public declaration, restrict the consumption and use of the water supply of the city as Council deems necessary.
      (2)   Upon Council declaring that there is a temporary shortage of water within the city, and that it is necessary for the health and welfare of the inhabitants thereof to restrict the consumption and use of the existing water supply, Council shall, by public declaration, restrict the use of the water supply to human consumption and sanitary purposes only.
   (B)   Any person, firm, corporation or user violating any public declaration issued by Council restricting the use or consumption of the water supply of the city shall have their water supply service shut off for the duration of such emergency or temporary shortage.
