This article establishes and prescribes increased fees, rates and charges for the services and facilities of the sewerage system of the city and rules and regulations governing the furnishing and use of the services and facilities of the sewerage system. The City Council deems it essential and in the best interests of the city and of the inhabitants thereof, and in order to conform with West Virginia law, to make the provisions contained in this article.
