The foregoing sewer service rates or charges shall be put in effect on January 1, 1964, and collections shall commence as to all users connected with or who will be upon completion connected with the sewer system of the city and shall be billed with the water meter readings, and liability for services shall begin as to each new or subsequent user on the date of connection to the sewer system. The rates or charges for sewer services and the basis for computing or imposing the same shall be revised from time to time as may be required and provided by law or by the ordinance authorizing the issuance of sewer revenue bonds.
