Charges for sewer services shall be billed jointly with charges made for water services to the respective premises and payment of such charges for sewer services shall be required by each customer at the same time as the payment for water services. To the full extent permitted by law the city shall, under reasonable rules and regulations, shut off and discontinue the supply of the services and facilities of such sewer system and water services to and customer for delinquent payment for the services and facilities, and the city will not restore such services and facilities until all such delinquent charges together with interest and reasonable penalties have been paid in full.
