Council may order the owner of any property abutting on any sidewalk to grade, pave or repave such sidewalk. If such owner fails or refuses to comply with such order within 15 days after the service or publication thereof, then the City Manager may cause such work to be done and the cost thereof assessed against the property owner, as provided by statute for the assessment lien certificate procedure.
