Any controversy between the person making a deposit in order to dig or excavate in any public place and the City Clerk, City Engineer or the City Manager, respecting any of the duties to be performed by any of them, may be submitted to Council by any of the parties, and when so submitted, the action of Council thereon shall be binding on all the parties.
