All digging or excavating to be done, as provided in this article, shall be promptly started and completed without delay after permission has been granted, and such public place, immediately upon the completion of such work, shall be restored to the same or as good condition as the same was before such work was done thereon. Such work or restoration shall be at all times and in all respects in compliance with the orders and supervision of the City Engineer from time to time given to such person for such purpose.
