Upon the failure of any person to make such repairs as are mentioned in this article in the manner or in the time required in this article, the City Engineer is empowered and authorized to cause such repairs to be made and such public place to be restored to its original condition; and the cost thereof plus 10% thereof shall be charged to and paid by such person who so failed to make such repairs and such sum of money shall constitute and be a debt due from such person to the city.
