§ 901.06 FAILURE TO COMPLETE OR RESTORE.
   Upon the failure of any person, whose application to dig or excavate has been granted and who has begun the work, to complete the same without delay or upon the completion of such work to restore the public place to the same or as good a condition as the same was before such work was done or to comply with any reasonable rules or regulations of the City Engineer from time to time given to such person for the completion and restoration of such public place, such person shall be guilty of a misdemeanor, and upon conviction, in addition to other penalties, any deposit of money so made with the City Clerk shall stand and be forfeited to the city and be and become the money of the city.
